 Annual Meeting Minutes

For March 10, 2020

Meeting was called to order by Clerk Brenda Hildebrand. Pledge of allegiance was recited.

Clerk called for nominations of a moderator. Lori Holmgren made a motion for Rick Pulford as moderator, seconded by Eric Roberts, and carried.

Minutes were read by Clerk Brenda Hildebrand. Motion to approve was made by Kerry Baumgartner, seconded Roberts and carried.

Clerk read the minutes for the Board of Audit. Motion to accept made by Roberts and seconded Baumgartner, and carried.

Treasurer Lori Holmgren gave the Treasurer’s report from 2019. Report is on file with the treasurer. Motion to approve was made by Mike Holstrom, seconded by Baumgartner, and carried.

Roberts made a motion to make First National Bank the township depository, seconded by Holstrom and carried.

Dave Holmgren made a motion to make the B.L. Review the township paper, seconded by Baumgartner, and carried.

Holstrom motioned to make the town hall as the location for all elections in the township, seconded by Baumgartner, and carried. The clerk will also post notices and elections on the web site and Township Facebook page.


Holstrom made a motion to have all elections at the town hall. Seconded by Baumgartner and carried.

Holstrom made a motion to have the minimum hours for the State Primary on August 11, 2020. Tentative hours are 10am -8 pm. It was seconded by Baumgartner and carried.

Holstrom made a motion to have the General election on November 3, 2020 with hours of 7am- 8 pm., It was seconded by K. Baumgartner and carried.

Holstrom made a motion for Township March Elections as follows; Polls will be open from 4pm to 8 pm on the 2nd Tuesday of March (March 9, 2021) with the annual meeting to follow at 8:05 pm at the Amor Town Hall. It was seconded Roberts and carried.

Gopher bounty was set $5.00. You need the 2 front feet where they were trapped in the township. Motion to increase it by $1.75 made by Roberts, seconded by Holstrom and carried.

Motion to set a beaver bounty was made by Roberts, $50.00 a beaver with a cap of $500.00 for the year. It was discussed and seconded by Holstrom and carried.

D. Holmgren made motion to increase the supervisor salary by $20.00/month.  Monthly salaries are $220.00 a month, $60.00 for a meeting 4 hrs. or less or$15.00/hr. for any meetings over 4 hours, training or maintenance. Motion was seconded by Jacob Holmgren, and carried.

Recommendations for the board to give donation amounts as follows:

Oakwood Cemetery- $3500.00

Zion Amor Cemetery- $3500.00

Battle Lake Summer Rec.- $500.00

Perham Public Library- $500.00 

W. Otter Tail Co Historical Society- $850.00

E. Otter Tail Co. Museum- $425.00

I.T.O.W. Museum- $425.00

Someplace Safe- $300.00

Battle Lake and Perham Backpack Programs- $250.00/each. 

The same amounts as last year. Any new donations will be discussed by the board and determined if a donation will be made or submitted next year at the annual meeting.  

Supervisor Holstrom gave the Fire Report. The fire association has purchased a new grass rig. They are looking into replacing 20 of the firemen’s backpacks, regulators and facemasks for $40,000.00. The generator is up and working at the new hall, so it can be a command center in an emergency. 

Supervisor Baumgartner read the Road Report. The Report is on file with the clerk.   All the roads are in good order. Board is looking at purchasing new/used equipment in the next few years for maintaining the roads. A new tractor and mowers were purchased in 2019. All equipment is in good order.

Clerk Brenda Hildebrand gave a report on clean up days. Clean up day was set for June 13, 2020 from 9am-1pm.  Steve’s Sanitation will work with the township again and help out. It will be the same restrictions as last year and the same hours. The clerk will post this on the website and local businesses to get the word out for residents. 

Supervisor Roberts gave the weed report and information on some invasive species that are in the township. He also let residents know what to do to get rid of them.   Wild Parsnips were found by Twin Lake. They cannot be burnt or mowed. You must use chemicals. They can give a severe burn if you touch them with bare skin. There are also some north of basswood so he will keep an eye on that area as well.

Brenda Hildebrand gave a report on Amor Park. The park has a few reservations for the summer already.  The board set a budget of $8,000.00 per year for the park. Any remaining monies will roll over yearly so that there is a surplus for bigger projects at the park. Clerk and Treasurer have created a fund for the park on the financial programming used by the township.

Board recommended Levies for 2021

Levies are as follows:

Ordinary Fund- $60,000.00 same

Road and Bridge Fund- $100,000.00 decreased by $100,000.00

Fire Fund- $40,000.00 same

Total- $200,000.00

D. Holmgren made a motion to accept the board’s proposed levy amounts. It was seconded by Baumgartner and carried.

With no other business to discuss, Baumgartner made a motion to adjourn the meeting, seconded L. Holmgren and carried. Meeting was adjourned at 9:23pm.
